For individuals already in Canada or already possessing Canadian work experience, CEC class offers the opportunity to use that knowledge and experience to get back into Canada as a resident. CEC primarily focuses on post-secondary institution graduates for their experience in the Canadian education and offers an opportunity to transition from Canadian student to resident. Temporary foreign workers (TFWs) with Canadian experience can also use the CEC class to transition to permanent resident status.
CEC in its roots is a program for any individual to use experience gained working in Canadian companies and to leverage Canadian post-secondary institution education to apply for permanent residence in Canada.

Skilled Work Experience
You need to have at least 1 (one) year paid work experience (full time) in Canada under the temporary resident status within the last 3 (three) years.
Language Ability
You need to take a standardized language test and obtain a minimum of CLB 7 for NOC 0 and A & CLB 5 for NOC 5 jobs.
You test results needs to be taken in the last 2 (two) years.
Education
There is no need to have an educational qualification under your skilled trade. However the following will help increase your ranking score.
If you have studied in Canada you can show your certificate, diploma or degree in Canada.
If you have studied outside Canada, you need to get your credentials assessed (from an Education Credentials Assessment body) in order to prove that your qualification is equal to a course in Canada.
Proof of Funds
You need to show proof that you have enough funds for you and your family to settle down in Canada.
